Pakistan Soft Skills Digital Certificate 2025 – Guide for Overseas Job Seekers

If you are planning to go abroad for a job (Saudi Arabia, UAE, Qatar, Oman, Bahrain, Malaysia, etc.) after October 2025, you MUST have the new Soft Skills Digital Certificate. Without this certificate, the Protector of Emigrants will NOT put the protector stamp on your passport, and you cannot leave Pakistan legally for work.

    This rule started from 18 October 2025 and is 100% compulsory right now (November 2025).

    Good news: The course is completely FREE and fully online. You can finish it in just 2–4 hours from home or mobile!

Who Needs This Soft Skills Digital Certificate?

You need this certificate if:

You have a job visa / employment visa / work visa of any country
You are going abroad as a labor, driver, technician, engineer, doctor, nurse, security guard, construction worker, etc.
You are going through an Overseas Employment Promoter (OEP/agent) or direct visa
Your passport needs the “Protector Stamp” from Protectorate of Emigrants office

You DO NOT need it if:

You are going on visit/tourist visa, student visa, business visa, family visa, or Umrah/Hajj visa
You already left Pakistan before 18 October 2025

What is the Soft Skills Digital Certificate?

It is a short online training program made by the Government of Pakistan (Ministry of Overseas Pakistanis & HRD and OEC). The course teaches:

How to talk politely with foreign bosses and colleagues
Team work and time management
How to stay safe from cheating and human trafficking
Basic rights of workers abroad
Cultural respect and adaptation in Gulf/Arab countries
Problem-solving and leadership skills

Complete Step-by-Step Procedure (Latest 2025)

Open the Website
Go to https://softskills.oec.gov.pk on mobile or computer.
Click “Register Now”
Big button on home page.
Fill Registration Form
Enter: Name (as in passport), CNIC (without dashes), Mobile number, Passport number, Education, Job title, Country, Email.
Login
You will get password via SMS & email. Use CNIC as username.
Start Course
6–7 short video modules (5–15 min each). Urdu + English subtitles available.
Complete Quizzes
After every module small MCQ quiz. Minimum 60% required. Unlimited attempts.
Download Certificate
After passing → Generate → Download PDF with QR code.
Use for Protector Stamp
Upload or show certificate at Protectorate office.
